In my research, I am studying the development of information society over the past 20 years in the OECD and EU member states. I am interested in finding out what and how has influenced the provision of online services and e-participation and whether these factors hold through time and space. For that, I am also collecting data on the legislative framework and I have identified 14 more essential laws/acts. Unfortunately, I have not been able to identify whether and if yes, in what year Israel has adopted the following laws (in some cases, I have specified the areas of interests too to better undrestand what is meant):

Databases Act (regulating the collection, maintenance, and management of government data. If there are several acts, regulations, what are the 2-3 most important ones adopted (in some cases, data collection and maintenance is organised by Public Information Act, Personal Data Protection etc).

Interoperability Framework (semantic, organisational, and technical cooperation between government institutions)?

Electronic Authentication/Identification Act adopted (here I am interested in the possibility of digital authentication, not just digital signature)?

Online Communication/Online Services Act (here, I am interested in th eregulation of goverment electronic communication and services, not private sector)?

Which organisation is responsible for the overall digitalisation process in Israel and since when? If there have been any cahnges (eg the responisbility has gone from one Ministry/Unit to the other, I would be interested in the years these happened as well).
